Raportti osoitti, ett\u00e4 kyseist\u00e4 avoimesti m\u00e4\u00e4ritelty\u00e4 s\u00e4\u00e4nn\u00f6st\u00e4 sovelletaan moniin erilaisiin tilanteisiin, ett\u00e4 s\u00e4\u00e4nn\u00f6ksen taustalla oleva yleinen etu on ep\u00e4selv\u00e4 ja ett\u00e4 soveltamiskynnys on ep\u00e4selv\u00e4.
