Som en kollega med ett gott sinne f\u00f6r humor sa han sarkastiskt \"Det h\u00e4r kanske \u00e4r min chans!\", trots att han arbetar f\u00f6r ett v\u00e4lk\u00e4nt teknikf\u00f6retag som mjukvaruingenj\u00f6r i Brasilien. Min kollega visade intresse f\u00f6r nyheten genom att peka p\u00e5 de \"flexibla arbetstider\" och den balans mellan arbete och fritid som erbjuds i \"v\u00e4rldens lyckligaste land\" - villkor som fortfarande inte har etablerats i den brasilianska arbetskulturen. Det \u00e4r uppenbart att flexibilitet, balans mellan arbete och fritid och konkurrenskraftiga l\u00f6ner \u00e4r viktiga faktorer f\u00f6r att locka brasilianare, men hur <a href=\"https:\/\/valtioneuvosto.fi\/en\/governments\/government-programme#\/10\/3\">Finlands nya regering<\/a> plan kan leda till oj\u00e4mlik behandling av h\u00f6gkvalificerade invandrare fr\u00e5n l\u00e4nder utanf\u00f6r EU?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">F\u00f6rutom de h\u00f6gutbildade brasilianare som arbetar inom industrin, uppfattar brasilianska akademiska forskare Finland som en fristad f\u00f6r finansiering. Denna uppfattning drivs till stor del av en betydande brist p\u00e5 forskningsmedel vid brasilianska universitet. P\u00e5 grund av kompetensflykten och bristen p\u00e5 forskningsmedel i Brasilien minskade antalet vetenskapliga publikationer under 2022 i en omfattning som saknar motstycke, vilket liknar situationen i Ukraina, som f\u00f6r n\u00e4rvarande p\u00e5verkas av en p\u00e5g\u00e5ende konflikt. Mer specifikt har Brasilien upplevt ett \u00e5rtionde pr\u00e4glat av stagnerande tillv\u00e4xt, vilket speglar samma m\u00f6nster som observerades under 1980-talet, ofta kallat det \"f\u00f6rlorade \u00e5rtiondet\". Denna utdragna period av ekonomisk stagnation har lett till en markant \u00f6kning av utvandringen av kvalificerade yrkesut\u00f6vare, vilket f\u00f6rv\u00e4rrar fenomenet med akademisk kompetensflykt i landet. \u00c5 ena sidan st\u00e4mmer detta \u00f6verens med Finlands regeringsprogram, eftersom Brasilien \u00e4r ett av de fyra utvalda l\u00e4nderna utanf\u00f6r EU f\u00f6r att locka h\u00f6gkvalificerade migranter, tillsammans med Vietnam, Filippinerna och Indien.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c5 andra sidan kan det vara en utmaning att locka till sig och beh\u00e5lla h\u00f6gkvalificerade invandrare med Finlands nya regeringsplan. Planen skapar till exempel ett distinkt socialf\u00f6rs\u00e4kringssystem f\u00f6r invandrare och permanent bosatta, <a href=\"https:\/\/www.france24.com\/en\/europe\/20230616-finland-s-new-government-announces-paradigm-shift-to-clamp-down-on-immigration\">vilket verkar strida mot den finska konstitutionen<\/a>. Detta inneb\u00e4r att om planen tr\u00e4der i kraft kan h\u00f6gutbildade brasilianare komma att behandlas annorlunda i den sociala tryggheten \u00e4n inf\u00f6dda finl\u00e4ndare, till exempel genom olika sjukv\u00e5rds- och pensionssystem. En annan viktig punkt \u00e4r planen att \u00e5terkalla uppeh\u00e5llstillst\u00e5nd om innehavaren f\u00f6rblir arbetsl\u00f6s i tre p\u00e5 varandra f\u00f6ljande m\u00e5nader. Som ett resultat av detta kompliceras processen att byta arbetsgivare och bransch utan att \u00e4ventyra sina uppeh\u00e5llstillst\u00e5nd, vilket \u00f6kar risken f\u00f6r exploatering och det yttersta hotet om utvisning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ytterligare en aspekt, <a href=\"https:\/\/brazilian.report\/latin-america\/2017\/11\/08\/latinobarometro-2017-brazil-trust\/\">Brasilianarna rankas l\u00e5gt i internationella f\u00f6rtroenderankningar<\/a> av f\u00f6rtroende f\u00f6r institutioner p\u00e5 grund av faktorer som social oj\u00e4mlikhet, brist p\u00e5 allm\u00e4n s\u00e4kerhet och br\u00e5dskande sociala utmaningar. Med tanke p\u00e5 detta har avsaknaden av r\u00e4ttvisa, integritet, en k\u00e4nsla av tillh\u00f6righet och likabehandling i Finland en tendens att urholka f\u00f6rtroendet mellan (framtida) brasilianare och finska institutioner. I st\u00e4llet f\u00f6r att anv\u00e4nda arbetsbaserad migration enbart som ett s\u00e4tt att hantera arbetskraftsbrist och f\u00f6rs\u00e4mrad social trygghet i Finland, skulle en m\u00e4nniskocentrerad strategi f\u00f6r att bevilja uppeh\u00e5llstillst\u00e5nd och f\u00f6rb\u00e4ttra sociala f\u00f6rh\u00e5llanden kunna bidra till att fr\u00e4mja f\u00f6rtroende och locka, beh\u00e5lla och integrera h\u00f6gkvalificerade brasilianska arbetstagare i det finska samh\u00e4llet.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\"><em>Bloggen Mobile Futures utforskar olika teman och metoder som \u00e4r kopplade till v\u00e5r forskning.
